Every emergency management program
must include the basic elements of preparedness, mitigation & prevention,
response and recovery.
Mitigation and Prevention:
Actions taken to eliminate or minimize the long-term risk to people and property
from a hazardous incident.
OVERVIEW
Historically,
post-disaster recovery efforts have focused
on restoration of damaged property and
infrastructure to pre-disaster conditions.
Often, this continues the cycle of damage,
reconstruction, and repeated damage. Through
mitigation, we build safer communities, communities that can resist
becoming victims of natural disasters. For example, mitigation measures
can be applied to strengthen your home, so that your family and belongings
are better protected from floods, earthquakes, and tornadoes. Mitigation
measures help business and industry avoid damages to their facilities
and remain operational after a damaging event. Mitigation measures
can strengthen hospitals, fire stations, and other critical service
facilities so that they can remain operational or reopen more quickly
after an event. And finally, mitigation reduces demand for money and
resources 75% during response and in the aftermath.
Basic mitigation
actions include:
- Promoting
sound land use planning based on known hazards
- Adopting,
and enforcing building codes and standards
- Using
fire-retardant materials in new construction
- Buying
flood insurance to protect your belongings
- Securing
shelves and water heaters to walls
- Elevating
structures above the floodplain
- Retrofitting
highway overpasses to withstand earthquakes
- Strengthening
parapet walls on old masonry buildings
- Anchoring
bookcases in schools, libraries, and offices
