The Idaho Bureau of Homeland Security administers several hazard mitigation grant programs under
FEMA’s Unified Hazard Mitigation Assistance (HMA). These grant programs provide funding assistance to
state and local governments for natural hazard risk reduction projects and mitigation planning. The

The Pre-Disaster Mitigation (PDM) Grant Program provides funds to states, territories, Indian
tribal governments, communities, and universities for hazard mitigation planning and the implementation
of mitigation projects for all natural hazards prior to a disaster event annually. Funds are provided
on a 75/25 cost-share basis, where the not federal cost share is the responsibility of the sub-grantee.
Awards are made on a nationally competitive basis, with each state guaranteed a minimum amount in eligible
applications. All applications for the PDM program must be submitted to the state through FEMA’s E-Grants

The Hazard Mitigation Grant Program (HMGP) provides grants to States and local governments to
implement long-term hazard mitigation measures after a major disaster declaration. The HMGP program
helps implement mitigation measures during recovery following a disaster to avoid future disaster
losses. The program provides funding on the following cost-share basis following a Presidential
Disaster Declaration in Idaho: 75 Federal Share / 15 State Share / 10 Local Share. Applications are

The Flood Mitigation Assistance (FMA) Grant Program provides funding to assist States and communities
develop flood mitigation plans and to implement measures that reduce or eliminate the long-term risk of
flood damage to buildings, manufactured homes, and other structures insured under the National Flood
Insurance Program on an annual basis. Funds are provided on a 75/25 cost-share basis, where the not federal
cost share is the responsibility of the sub-grantee. All applications for the PDM program must be submitted
